Obviously Nintendo is not keen on this or they would have done it since the first Galaxy which is obviously not the case, as we can see even Smash references that Daisy is his girlfriend and aside from Galaxy, there are no other hints whatsoever that Luigi has the hots for Rosa.

And besides even Smash references Luigi and Daisy's relationship in Melee and Sm4sh, name a single time Nintendo has acknowledged Luigi either having the hots for Rosa or Peach(Luigi U doesn't really count), at least the statues in Daisy Circuit is a nice way of showing fans who Luigi truly loves.

Rosa looks like that because originally she was gonna be related to Peach but Miyamoto asked for any hints or implications of this to be removed and thus she is the mother of the Lumas but nothing else is clear and that women in the story doesn't look like Peach especially when you consider we can't see her face at all and in case you can't notice she wears blue not pink.

Your arguement is that the silhouette doesnt have a face. Obviously it doesn't but the body time can be guess to be similar. And Peach has other outfits other than her signature Pink dress.

No offense but I think one of the key factors here is that trying to apply logic and science to a game as fictional as Mario is as trying to apply this to any other video game is useless as anything that happens there defies logic, and another thing you are missing, the first Galaxy was made non-cannon as with any other Mario game at the end where everything was supposed to end, Rosa interfered and saved everybody and thus any alteration is no more, and the only way Game Theory's logic can apply is in another separate alternative time line where Luigi doesn't fall for Daisy.
