Cause Lancer Arturia is a canon thing. It's where Saber decided to leave Excalibur behind, and take up her spear Rhongomyniad instead. So THAT Arturia doesn't get the eternal youth of Avalon, and grows up normally.
Hence, Saber Lily and regular Saber can't have older versions. Saber Lily is even younger than regular Saber after all, and regular Saber still uses Avalon and Excalibur.
As for Nero? ..That's just how she is, ya can't make an older version of her when that IS the older version. Nero was known for being short, after all, apparently.

This might not even be what Saber really looks like when she's fully developed.

Unlike "regular" Saber Alter, Alter Lancer's alignment is listed as "Lawful Good" in her biography, the same as regular Saber's, and there's no mention of her being a tyrant in it. So, as her name would imply, Lancer Alter is an 'alternative' version of Saber, but not necessarily an evil one.
