Kamui is the child of Anonkos, while Lilith is the physical embodiment of Anonkos' madness. In sense, they are siblings because they have the same "father" but were born differently.

When Lilith interrupted the conversation Kamui had with his retainers in Chapter 1 about his dream and siblings makes a lot more sense now. I'm guessing it was covered in the DLC because it wasn't mentioned in Revelations.
