She's both. An android is just a machine (robot) in the shape of a person.

Though, technically, the original meaning of android is a machine in the shape of a MAN. Going by the original meanings, she would instead be a gynoid, a machine in the shape of a woman. But almost nobody uses that one anymore so now android pretty much refers to humanoid machines of either gender.
