it's not recycling designs when an artist has a set style. Very rarely does an artist have vastly different visual styles very time they draw something.

Who the fuck is this guy, Jaco or whatever?! lol I mean, I must have missed something. Bulma treats him like they've known each other for ages. I'm just wondering, it's not like some manga thing I missed is it? He just came out of nowhere and we're supposed to accept that Bulma has known him a long while, right???

He's from another manga by Toriyama. He's actually good friends with Bulma's sister, which is why Bulma knows him.
