because it isn't Japanese, most of Japan doesn't know about it, it's a small budget indie game made by 2 people, functions entirely on gameplay meta humor, and it's not even a year old?

There are plenty of anime styled western shows. Problem is why are putting all of our hopes on some far away island people when we have the technology here!

Given the game play and the influences quoted by the creator, an Undertale anime would likely be popular, since many of the themes can fit with aspects of Japanese folklore that is popular in their anime already.

*Not to mention*...look at all the Japanese fanart made for it already. That already denotes there's a niche for it over there.

Undertale is VERY popular in Korea, moreso than it is in Japan, plenty of fanart is coming from over there so I wouldnt be surprised if they would want to animate it.

However, many animators that do work like this are just fans expressing their love for the game, if anyone should animate it i feel the fans would be the best (plus if their work is to this hugh of a standard they should be animating anyway AND getting paid for it)

A Undertale anime doesn't sound like it would work out too well. Unless it was like RWBY with a Japanese like animation style but English voices. A Japanese Papyrus just doesn't seem like it would work. There's more than that as well but it would make this comment too long. I won't lie though, a Undertale anime would be awesome. Genders for Frisk and Chara may be a tad problematic but I'm sure it would be worked out.
