It's certainly not a proper electrical execution. The electricity needs to pass directly through the brain.
Further, the arcs are dispersing randomly into the air which means that instead of being a closed circut with her in the middle, instead she is connected to some sort of cathode or tesla coil. The voltage is very high, but I'm not sure that much of it will pass through her heart.

Or maybe it is no Execution at all - > and just a girl being teached by her generous Parents that if she makes a mess - she is punished accordingly. A bit of pain and agony will help wonders showing her what she isn't supposed to do.
