The moment I saw the scissors on her head, I was instantly reminded of the video game Okami. There's a creepy old couple named Mr. and Mrs. Cutter in the game, who both have very similar scissor designs as to the ones in this picture. Mrs. Cutter had scissors in her hair just like in this picture, while Mr. Cutter actually had scissors on his upper lip to give it the appearance of a (Mongolian?) mustache.
