Like most gay relationship in an all public medium, it had to remain subtle enough, at least as far as Western is concerned. Japan has a culture a lot more open-minded in that regard. So yeah, in the Western version, specially of the anime and of the wikis, you won't find any mention of that relationship in the story because it's not there, though in the wikis you may find a trivia note stating that in the japanese version they do have such a romance going on.

It was pretty subtle even in Japan really. Yuri wasn't much of a thing yet (the term itself was relatively new) when Sailor Moon first came out. In Japan, it's more or less just implied. They didn't need to say it outright; we just kinda knew, because friendly intimacy and skinship among girls doesn't usually look like how they act with each other (compare Usagi and her interactions the other inner senshi for example).
I can't personally remember an instance where they call each other lovers outright using any of the Japanese terms for it, though a Sailor Moon geek can probably correct me. But I mean, they have enough interaction for anybody to read between the lines anyway.

Those who disapprove are just generally quieter about it than in the West (that's a product of Japanese culture more than anything).
The localizers went out of their way to downplay it even more for the U.S. version because it was being brought to America at a time of culture wars when the Christian right wing was being very vocal about what you were "exposing children to". That's why there was about a five year gap between the time R and S aired in America (and Stars was never shown or even released on DVD). Now the pendulum's about swung 180 degrees the other direction and you get in trouble for NOT having gay characters in your show.
