To be honest, despite the whole "no pants" thing: the female cast in strike witches have actually nominally much more dignity and weight to the story of the series than a lot of other anime out there.
Each of the Girls in Strike Witches is way, way more than mere "eye candy" and "fan service", they are people and strong, independent young women and girls who's actions in the Neruoi war carry great weight.
Are the girls in Strike Witches cute and/or sexy: to degree yes, this is true; but they aren't just "sexy lamps"; they are soldiers fighting for the survival of humanity against an alien threat; and they are a powerful trump card to that end; respected, honored and celebrated in their world as heroes and protectors, and nominally seen as equals to the men they fight beside.
The whole pantsu thing I see is pretty much just a unique cultural norm of the world in the same vein as the bikini swimsuit becoming ever more popular in the 1940's; hell for me the pantsu aspect barely even registers on the titillation factor for me since it's presented as an in world cultural norm that no-one pay's regular attention to; so the audience usually takes the same out-look.
As they say: "they're not panties, so it's not embarrassing".

Strike Witches is much more. It's a war. Same with you, I barely notice the underwear exposure. For that universe, it's as normal as shorts. The story and battle stress is more prominent, especially the later releases with toned down service.
