The series she is from is called "outlaw star", and given how old it is (though it's def a classic that should be seen by every anime fan at least once), i'm honestly surprised somebody made a new fan-art piece for it..

There's new characters from new series that hardly get anything, it comes down to how popular a character is and how loyal their fans are.
