First off, there are no rules saying that I can't report a comment that I didn't like.
I down voted and labeled it as spam because it served no other propose than to disrespect those who finds this animated picture appealing. I really don't understand why you're that upset about it unless you wrote it.
Besides, don't call anyone else stupid for following the rules or simply not breaking them because that in and of itself doesn't make you look any smarter.

If you repeatedly report comments that clearly don't violate our commenting guidelines for reasons that aren't in those guidelines then you may receive notices from us asking you to stop. Ignoring such notices may result in a ban. I can't remember the last time that happened though.
