If a character is significant enough to have a character tag, the fact that they are futanari can be used without actually being able to see it in the image. This image should not be tagged "implied_futanari"; there's nothing implied, this is just futanari. This image should not be tagged "hetero"; futanari is considered a separate gender for the purposes of relationship tags, and as such has its own tags: "futa_with_male", "futa_with_female", and "futa_with_futa". These tags should be used instead of, not in addition to, "hetero", "yuri", and "yaoi".

About the implied_futanari tag..
"When a character in the image seems to be a futanari, but there is no visible penis.
Whether the character is canonically a futanari or not, whether related pictures have a penis showing or not, and whether the artist clarifies that it is futanari or not aren't relevant. As long as it looks like futanari but you can't see a penis or evidence of a strap-on in the picture, it is implied futanari."

I think Jerl got it right.
implied_futanari should, imo, exclusively be used in cases where it's unclear if the person is a Futa or not.
But i'm sure others will disagree just because of that tag description.
I'm just using common sense here.

BRANLIX2000 is right.
The whole purpose of tags is so that people can search for visual traits. You can search for really specific things on this site. You can search for "red-framed_eyewear" and get a few hundred pages of results. Someone out there is looking for pictures where the futa's penis is hidden, but acknowledged or suggested by visual cues. Tags exist so we can find pictures that look the way we want them to look.
