from what I can tell, this is 1 of 2 things

First, a genderswapped Astarte (the horns and spear remind me of Apostlize form. shoulder bits are Magic Cataclysm?)

Second, 2nd Awakened Blood Mage (Though the fact it looks like a male mage with a spear is really the only supporting evidence)
