Not to be rude about the picture, but you do know that the devices over their ears is for communication over long distances and therefore it does not actualy hook up to the nuerological processes of the brain. Still it is a good picture

I don't recall any canon indication that it's just a headset, and there's the fact that the game is set in a world where the line between human and reploid has been blurred completely, so it's more than likely that the people who don't have red arrows on their foreheads are cyborgs.
