The Japanese name of Agility is "High-speed Movement". That's what it does, it lets the Pokemon move faster than it normally can.

To everyone that thinks that "Metagross shouldn't be faster than Pikachu; I'm calling bullshit!" should know this: Agility is a move that doubles the user's speed stat, and at base 70, that kind of a boost makes it quite fast. Pikachu's base speed is 90, so it's not unrealistic at all, really. And baring that, even if it "shouldn't have been faster" after using Agility, the anime likes to play with the rules we're all used to in the games anyways.
