I'm rather thinking that the message is that Dewott tells Brionne that people also used to hate Oshawott like they did Popplio but once Dewott was leaked people started to love the water starter much like Popplio => Brionne. Of course I have no evidence that this is the story behind this, if there's one, but I doubt this to be a shipping drawing.

Dewott was always one of my favorite Mid-Stage evo's.

But yeah, the Oshawott line is the least terrible of the Unova Starters until the arrival of Contrary Snivy.
