It's a training suit, not a battle suit.
It's rubberized to force you to move in a certain way. Nozomi had to wear it to train a certain way that she wanted to train.
Sayaka decided to put it on just to see how much of a bust upgrade it gave her, due to lack of boobage and the fairly regular reminder that she lacks them.
