Like most dark skin girls from anime, she's basically racially ambiguous. I wouldn't call it far fetched to guess she might be black though. There are other black characters in Bleach. Tosen and Lille Barro were clearly black men. Kubo isn't adverse to designing cool looking black characters.

Every time I see the "black anime character" argument come up, I think "who the hell cares?!". It's anime for cryin' out loud. Hell Japanese people don't even look Japanese. Blue is a natural hair color. She's dark skinned and that's all that should matter unless you're specifically aiming for accurate representation.
