Anon6, Misty and Brock and indeed most gym leaders prior to gen V had inconsequential, transparent personalities in the games. The anime prior to gen v and vi fleshed out characters that were flat (by necessity) in the games. Then came N, Bianca, Cheren, the Unova leaders, the Kalos Leaders (to a lesser extent), who had roles and/or developments outside of being gym leaders. I'm not exactly sure how they were portrayed in the show, but in SM, where the characters are given more colour and flair than ever before, any character traits that create disconnects between game Lillie and anime Lillie would offend people on a near subconscious level.
