The only time Ash ever "forgot everything he learned" was in Unova.

Ash just wanted to go to school. Mr. Mime won a vacation to Alola for them, they went there and dropped off an egg to Samson Oak. Ash stumbled across the Pokemon School, and Tapu Koko gave him a Z-Ring, so he decided to stay while his mom and Mr. Mime went back to Kanto.

Plus it gives him something to do between trials.

That Pokemon school was easy as heck, though. It's no wonder Ash has been doing this shit for 20 years.
