It's an interesting thought. Probably not much static just from the face rubbing, as hair and skin are on the same side of the Triboelectric series (both positively charged). However if their clothes are made from different fibres, for example fur vs. polyester, there is strong potential (excuse the pun) for static electricity generation. That said, the setting Urara Meirochou seems to be pretty old fashioned judging from the lack of modern technology (such as a power grid), so it's probably unlikely the clothes have synthetic fibres as most only became mass produced in the post-WW2 period.
TL;DR - it's possible but fairly unlikely.
