Speaking of that why doesn't team rocket ever bring Pokemon from past regions with them (other than Wobbuffet)? Is it supposed to be a joke about how the bad guys in the games only ever have 2-3 Pokemon?

The only reason Wobbuffet even came back was because it is popular and won a poll in japan about which old TR Pokemon to come back.
