Dual-wielding is restricted to specific weapons that are actually a pair of them that fit into one inventory slot. When you switch to a two-handed stance, you draw the second one out.
They're actually some of the strongest weapons in the game, and are extremely fun to use altogether, but it's still not as fun as the mix-and-match you could do in DS2.
By the way: When you get to this guy, don't write him off as a Fume Knight + Darklurker hybrid as I instantly did and cheese him with summons. It's a fight worth experiencing on it's own terms.
