well to get his permission you have to fight the version of him in GGAC during sol's story when you leave the p.w.a.b. to ky and he tells you he wants a good by gift of fighting. simply select "you better go all out." if you manage to beat him with out using your 'destoryed' well i think he will solve two problems for you if he's not taking care of something else at the moment.
