It would actually be less efficient to tape her to the side of the computer. For one, the liquid (her sweat or her melting?) would loosen the tape and set her free. Also, it would cool the computer less efficiently than if it were internal. Putting Cirno INSIDE the computer would be a lot better, assuming you can keep any liquid away from essential components in the computer, it should be fine. This could be accomplished by putting her in a plastic bag and putting that in the machine. That is, assuming she doesn't suffocate (if she stays cold even when dead, then suffocation wouldn't really matter). I suppose if she were smart enough she'd try to break the computer from the inside, but I don't know how effective that would be through a plastic bag. So basically all you'd have to do is put her in a plastic bag, and tape that bag to the CPU after assuring there is some a flow of air into the bag.
I'm really not sure how long she would last though. Not only would she likely die of heat stroke fairly quickly (judging by her sweating/melting, blushing face, and the fact that she looks like she's gasping for breath, although the gasping for breath could just be a side-effect of the tight duct tape around her), but she'd need a LOT of water and also food to survive for long. Oh! Maybe if you put her in a half-full tank of water and that tank were in the computer, she could cool the water which would in turn be part of a liquid-coolant system! If there were a way for her to stay partially above the water so that she could get air, it would both solve the problem of heat-stroke and thirst! As for food, I'm sure she could last a while between meals, and I'd sure prefer paying for a little fish food every now and then to buying a big, powerful liquid-coolant system.
God, I really need one of these, but for a PC. Her life is being wasted on a Mac. That must really suck for her! I'd put her in a PC. That way she'd at least get the privilege of knowing she didn't die in vain, and her inevitable heat stroke was for a good cause, namely, keeping my overclocked computer cool for at least a couple days (or however long I could extend her life).
