For maximum efficiency, you're not supposed to use anything else but the ball of the foot anyway so yea, riding a bike in heels should be possible although still difficult to win a race with =)

Depending on the thickness of the soles and how sensitive you are to changes in riding geometry caused by them you'll have to work on that by adjusting the saddle and handlebar height if you plan to do this on a regular basis.
