the dichotomy is just weird... underage porn is illegal, but getting 18+ models that look 12 .. perfectly legal. There's letter of the law and intent of the law, and at some point the legal system is going to crack down on underaged-looking models. Or at least studios that try to dress up 18yo's as little girls. It's kind of creepy.

The point of legal age is to prevent that young girls are mentally scarred by things they don't yet understand because their bodies and minds have not gone through puberty.
