TN: In Japan and some similar cultures, this is said more as an expression rather than literally, like "that poor guy." The joke isn't exactly clear to me either, but I think it's that she isn't seeing Joon, who in Touhou lore is a God of Poverty, but rather just feeling for the peaches on the hat.
