Because unlike most media ninjas, these fellows always stick to the shadows and go for quick, one kill hits before their foe can respond. In reality, these are the true ninjas of video games. Unlike Naruto or Ryu, who go on direct assaults and face their enemies directly, in an unrealistic, and warrior-like style.
That, my fine feathered friend, is why Ryu is not in this group of true ninjas.

And Ibuki "stuck to the shadows" in each of her one-on-one, FIGHTING GAME, *head on* duels and ended them in "one hit kills?"
Joe Musashi stuck to the shadows during his old school sidescrolling game where you ran headlong towards your enemies and killed them in one hit *solely* because that's how a hundred sidescrollers worked in those days?
Hibana in Kunoichi/Nightshade was every bit a comboing beat 'em up action game as Ninja Gaiden.
By what you posted, the only people who deserve to be in this pic are the stars of Tenchu. Well, I don't see anyone in Tenchu pictured here.
No. These are all video game ninjas, and there's nothing wrong with that. Ryu Hayabusa did not fucking deserve to get grouped together with a POS like Naruto.
