I'm pretty sure the resemblance to Chachamaru was intentional. CC is supposed to be cosplaying.

anon 5 your a fuckin moron lol he did it so nobody would notice her period notice how throughout the series shes always meeting him secretly even at school whether its in a room or secluded area or shes wearing a mascot outfit because nobody at the school knows her and he doesnt want them drawing up suspicions.

this was early on the 2nd season. Lelouch had his memories altered but C.C managed to unlock his memories and reawaken his Geass. But in order to keep his sister safe he pretended he was still a normal student at Ashford Academy as he was being monitored by agents and some of the faculty. If he was exposed not only would he be arrested he would possibly be assassinated. This scene in particular was during some school festival so not only did Lelouch had to maintain his act but also keep the festival running and plan his next attacks on his enemies. C.C disguised herself as a student as she heard that they were going to bake a huge pizza (her favourite food) So Lelouch also had to keep C.C at bay as them being seen together would result in them both being captured. C.C and Lelouch were talking about their enemies and some crucial information but in doing so a nearby student (Shirley) called out to Lelouch, With his quick thinking Lelouch shoved C.C into a container full of tomatoes, the same tomatoes they were going to be used as a paste for the pizza.
The head accessory shes wearing is a nod is the Chachamaru character from Negima!? As they are somewhat similar in appearance and personality, very stoic and devoid of emotion, she also wears a red school uniform so the devs were clearly having fun.
Fun fact that C.C became a mascot for Pizza Hut in Japan for her love of Pizza
