You know, this is probably gonna be voted down into oblivion, but the reason why Naruko is taller (assuming this is not Sasuke's dream but a genderbent Naruto) is because girls tend to have earlier growth spurts.
Side note: Sasuke is being confronted with a POWERFUL gay-test, if you ask me :D

Naruko is actually taller, because that's how the jutsu goes when he doesn't alter it at all. The Sexy Jutsu turns him into a female version of himself that's around 15/16, and that would be taller than Sasuke. The main alteration he's used was when he was teaching Konohamaru, and he made her small enough to still fit into his clothes, and you'll notice she isn't very developed, since it's a female version of himself at that exact age. The nude version makes him older and more curvy to entice perverts with.
