Apparently the males of the 97% of bird species other than the oldest variants such as ostriches and emus from the ratite (Palaeognathae) group, and the next oldest variants such as ducks and swans (Anseriformes), don't have phalluses.
Since they don't have phalluses, males and females put their holes against each other to copulate.
