That's not Raichu. It's Dedenne. You can tell by the antenna whiskers and buck teeth, which Raichu lacks. Plus its tail ends in a brush instead of a lightning bolt. So, whoever can fix the tags, please do so.

Anon, thepoint was that he look like a Raichu pre-evolution. Holding the thunderstone,hes implying he can turn into one.
