The reason they don't wear pants is because the striker units they wear in battle are tight against their skin. They wouldn't fit inside with pants on. They don't need direct skin contact (Eila and Sanya wear leggings, Perrine wears pantyhose), it's all about the striker units fitting and being able to immediately jump into combat without having to waste time taking pants off. (Sanya wears a skirt)

So then you're probably wondering, why don't they all wear skirts or dresses? I think you can guess the answer to that. :)
