Fanon will override canon sometimes to the point the makers will make it canon (see Mortal Kombat). And while not big, she was not flat. Nintendo does allow/sneak some things in so I won't be surprised if they retcon her breasts to be bigger or just make a new character inspired by fanon Hex.
