If you ever find a picture with this sort of censor it can be removed with a program called Gmask.

In fact, Gmask was a way for people to censor and upload pictures in places where censorship laws govern, and then people could download an uncensor them. Also, uncensoring is kinda fun and you can censor a whole picture and even put passworded censors and make a sort of censor puzzle, just go and take a look at the program here: www.gmask.50webs.com/
