Except it wasn't for the kids. Sakurai revealed that the reason for Mai's exclusion was because CERO (Japan's rating board) would have been upset of including her in a game rated A for All Ages. The Good Boys and Girls quote was from Nintendo of America's translators, not Sakurai directly.
