It's an artists modelling. Normal characters are usually 6 to 6 & 1/2 heads high, while comic/super-hero characters are usually 7 to 7 & 1/2. He's showing how each section portions out with each head size. Note the legs are exactly 3 heads long. The arms and torso are exactly 2 heads long (she's leaned to one side, so it's just a tad off). He's also commenting on the fashion & coloring I think, perhaps also noting how certain curves should look to emphasize tone & curviness here and there.
