As far as I understand it Balalaika hates modern Russia, who she feels betrayed her and her comrades, and misses the old Soviet Union. Tanya hates the Soviet Union and I don't know if we know her opinion of modern Russia.

Simple answer, Tanya is Balalaika's mother, and the daughter went through standard indoctrination in the postwar reordering of Eastern Europe; classic generational clash.
