Middle school and high school aged, not many. Even if you want to do it at those ages, you have to go to school wearing them so the parents don't find out. Having to go to the bathroom to take them off, hide them in your purse or backpack all day, then put them back on before leaving takes a lot of the fun out of it. (Especially since them being in your purse/backpack greatly increases the chances someone finds out you're doing it, as the panties can fall out when you're getting something else out of your purse/backpack.)

Oddly enough it's most common in elementary school girls. Some have sensitive skin in general and panties of any kind irritate it so they'll keep taking them off no matter how much mom & dad tries to stop them. The skin on the vulva is thinner and more prone to irritation and itching before puberty's hormones change it, so if a girl has particular problems with that, she may outright refuse to wear panties, because they literally make her pussy hurt. But it's still a very small percentage of them that do it.

They actually make seamless panties for little girls nowadays to try and help with those issues.
