It isn't "hex maniac's whole character", she doesn't even have a character, every single one of them acts differently, most of them just are nervous weirdos. There's nothing that says this is the ghost either nor would that make the lack of blinking any less weird and bad looking.

It's pretty obvious kamuo is a talented artist. The no blink was intentional. It makes her seem more intense.
