When you realize that Gohan was homeschooled and Goku was always off somewhere dead, training or avoiding coming home, you start to see why Chi-Chi is so irritable and cranky. She was pent up and not getting any.

Chi-Chi didn’t have time to do this with Goku because Gohan was homeschooled and usually there or Goku was off somewhere. Therefore pent up and frustrated. Unlike Videl because Pan got to go to school, make friends and socialize like a normal person. I’m sorry if that statement was confusing to you.
