It is both. Please be aware that the swastika existed in Hindu and Buddhist traditions for over four thousand years before the Nazis adopted it as their symbol. Of course it's going to be an actual character in East Asian languages.
Specifically, it is read "manji", and exists in several compounds, eg. 卍巴 (manjidomoe, "falling in swirls").
