Not s much clones as altered copies of Jubei's DNA. Think about it, they more likely copied Jubei's DNA and implanted it into unfertilized, genetically altered egg cells to keep the Kaka's from breeding over 100.
Either that, or they're clones of Kokonoe, which might make more sense, as she has simillar features, whereas Jubei is completely Feline.
