They pay money for orc heads due to the fact that there are now less orcs.
It is a fairly simple bounty system. Similar things occurred with wolves and coyotes in the use, where their pelts were used to prove a kill.
I mean, I might ask for like...an ear or a hand myself. those heads look combersom to carry. OF course, the is my RPG "Collect 20 bear asses" logic at work- most do not survive to get that many orc heads.
