I can actually see the story behind this: There's a collective clan of Dark-type pokemon who have come to believe that they are superior to all other types. An Umbreon happens to give birth to two Eevees. Since the rest are Dark-type and know they can evolve into Umbreon's, they try to force them into doing so, but the Eevees don't want to, OR the mother Umbreon is trying to protect them from becoming corrupted like the rest of the clan, and want to give them a chance to live and evolve into what they want, instead of being sucked into a pre-determined lifestyle. Outraged, the other Dark-types announce that the Umbreon is a traitor to their kind, and if it's children won't accept their heritage, they will be exterminated as a lower species.
