BRS is originally a song before a character or an anime. A song sung by Hatsune Miku.
Obviously the character is -related- to Vocaloid and was designed to very closely resemble Hatsune. Are they one and the same? Not really, not sure why you think it was implied. The tag however does belong because of the origin of the character.
