Because Ma'am has a softer more informal sound to it if I remember right. I'm sure there's some sort of historical reason you'd say ma'am instead of madam but I can't remember exactly. I THINK it has to do with the formality

Yeah did a quick search. Madam is strictly formal situations whereas Ma'am is polite but not as formal.
