Most of these seem like a really awkward fit. Even their quotes don't fit for the alignments. For "Neutral Evil" they went with "*insane laugh*"? Because... insanity is so neutral?

Agreed. Most of them simply don't fit. "Insane laughter" is more Chaotic Neutral if I remember by D&D geekdom properly.

Who exactly doesn't fit his alignment. The only questionable one is Gil Graham. Jail Scaglietti is textbook Neutral Evil, despite having an insane laugh.

Actually I think Fate's mother should be Chaotic Evil. Graham is a perfect example of Chaotic Neutral.

Fate's mother is Neutral Evil. She does what she feels is necessary to achieve her goals, without any real care for whether what she does is good, evil, lawful, chaotic, or otherwise. As Neutral Evil is usually cited as the "ruthless mercenary" alignment, it's closest to fitting for her.

The rest are very awkward fits, because Nanoha morality is too varied and nuance to fit into D&D's admittedly limited alignment system. The middle row is an especially bad fit, with only the Admiral being vaguely appropriate.
